The Village of Quincy Council met March 19, 2019 at 7:30 p.m. in Council Chambers.
The Village Solicitor Steve Fansler was present for the meeting. The Council spend a great deal of time discussing the operation of the Joint Sewer Plant and the agreement that has been in place since 2002 when the new plant went on line. Several items of the agreement have been violated. After much discussed it was voted that the agreement that was in place was no longer an operating agreement and would no longer be honored by the Village of Quincy. Quincy has been operating the plant without participation from DeGraff for several months and a new agreement would need to be negotiated or the Village of Quincy will need to continue operating the plant and billing DeGraff for the expenses to keep the plant up and running.
Marcia Newland, a resident of Quincy, is seeking to replace a home that was lost to a fire at the end of 2018. She ask about zoning rules and regulations and was referred to Zoning Officer Jamie Stevenson for information regarding this issue. The old structure has been demolished at this time.
The Village is investigating a mandatory back flow valve and cross contamination valve that will be required in the future. This prevents water being used to flow back into the general water system and cross contamination from taps. It is a mandatory requirement thru the Ohio E.P.A.
Work will be starting on new sidewalks that are being placed on the West side of Miami Street as a part of the Revitalization Grant received. Ten trees will need to be removed to begin the project and a projected cost for the project is being looked at and determined.
Sign ups for the 2019 ball season has been completed.
Seven teams will be playing in Quincy which is a good season sign up for the park program.
An Easter Egg hunt is being planned at Finfrock Park.
More information will be coming in the near future establishing the date and time for the event.
Several delinquent utility accounts were reviewed and shut off notices will be provided and shut offs will be done if accounts are not paid in full by April 1, 2019.
The meeting was adjourned at 9:56 p.m. with the next meeting being held April 2, 2019 at 7:30 and the next Joint Sewer Board is scheduled for April 1, 2019 at 7:00 p.m. at the Joint Sewer Plant.
