The Huntsville Council meeting was called to order by Mayor William H. Jenkins with the following members answering roll call: Lori Fisher, Sarah Shirk, Margaret Frazier and Deb Anderson. Jean Cotterman was absent. The minutes of the last meeting were approved as read. Visitors for the meeting were Dustin Wickerham and Dana Booghier.

Mayor Jenkins told Council that he received word from Helen Norris, Logan County Emergency Management Agency, that the grant for the additional tornado siren for the village has been accepted. The siren will be fully funded with no cost to the Village. It will be placed at the Lions park.

Mayor Jenkins gave the floor to Logan County Commissioner Dustin Wickerham. He and Dana Booghier, Logan County Building Authority Director, were at the meeting to present the plans for a Commercial Building Department for Logan County. He explained that being local would be an advantage because it should take less time to get drawings and plans approved than at the state level since it is not such a large area to cover. They will still follow state codes

The village is in need of adequate building inspection as soon as possible. In 2012 the Council passed Ordinance 755 requesting the Ohio Board of Building Standards to certify the Village of Residential Code of Ohio to exercise enforcement authority and accept and approve plans and specification and make inspections but it was never completed.

Lori Fisher motioned to suspend the three reading rule so we could pass Ordinance 772. Deb Anderson seconded the motion. All concurred on roll call.

Deb Anderson then motioned to pass Ordinance 772 which revokes Ordinance 755 in its’ entirety as it is redundant or inconsistent with Ordinance 772. Margaret Frazier seconded the motion. All concurred on roll call.

Sarah Shirk motioned to suspend the three reading rule for Ordinance 773. Margaret Frazier seconded the motion. All concurred on roll call.

Sarah Shirk motioned to accept Ordinance 773 authorizing an agreement between the Village of Huntsville and the Logan County Building Authority for them to perform all non-residential inspections and plan approvals. Lori Fisher seconded the motion. All concurred on roll call.

Deb Anderson motioned to suspend the three reading rule for Ordinance 774 and Lori Fisher seconded the motion. All concurred on roll call.

Lori Fisher motioned to accept Ordinance 774 which revokes prior Ordinance 755 for residential buildings. Deb Anderson seconded the motion. All concurred on roll call.

Margaret Frazier motioned to suspend the three reading rule for Ordinance 775. Sarah Shirk seconded the motion. All concurred on roll call.

Margaret Frazier motioned to accept Ordinance 775 authorizing an agreement between the Village of Huntsville and the Logan County Building Authority for them to perform all residential inspections and plan approvals. Lori Fisher seconded the motion. All concurred on roll call.

Clerk, Susan Yelton, told Council that she met with Lauren Bowen, Regional Representative for the State Treasurer’s Office. She was explaining the State Treasurer’s plan for Ohio Checkbook. It is a program that allows residents to pull up the Village’s “checkbook” on a web site to see where the money coming into the Village is spent. The Council decided to take no action on this at the present time.

Leaf pickup for Village residents will start on Monday, October 19th and continue until Friday, November 13th. There are bags available at the Village Municipal Building. See either Street Superintendent, Tim Jenkins, or Village clerk, Susan Yelton. Please remember there are laws against open burning.

Lori Fisher told Council that she had been asked about the condition of St Rt 117 in front of the Desperados. Mayor Jenkins told her that he thinks it is suppose to be paved in 2017.

Beggar’s night for the Village will be October 29th from 6:00 to 7:30 pm

Anyone interesting in being a Council member should attend the next Council meeting. It will be October 20th at 7:00 p.m. This Council member’s term expires on 12/31/2017.
