The Lakeview mayor called the village council’s Sept. 21 meeting to order and led the council in the Pledge of Allegiance. The roll call was read and everyone answered the roll except for Eric Barhorst. Dennis Harford made a motion to excuse Eric and Jacqueline Shoffner seconded the motion. All voted yes and the motion passed.

The minutes of the last meeting were approved as written. A motion was made by Traci Snyder to pay the bills and seconded by Dennis Harford. All voted yes and the motion passed.

The Fire Chief was present and had nothing new to report.

Mr. Barhorst arrived at the meeting after it got started and took his place at the council table.

Village Administrator Pat Parish reported Street Supt. Dale Byrd has been released by his doctor to return to work on Dec. 1. Pat also announced that we are done paving and fixing streets for the year.

Village resident Don Champ addressed council about his desire to purchase property on North Street that is adjacent to his home which the village acquired through foreclosure back in 2013. The Village Solicitor explained how the process works. Since there may be more property in the near future and that Village will want to sell by public auction, Mr. Champ was advised to wait until the October 5th council meeting and we would discuss the matter further then.

Brent Babyak was present and asked again about the storm drainage problem at his property and was told by the Village Administrator that one more job was before him on the list and then they would be addressing the issue. Mr. Babyak also asked about the EMS squad building and it was explained to him that the EMS is not part of the Village of Lakeview. The representative on Council to the EMS board, Dennis Harford, explained to Mr. Babyak what the holdup was and when the next EMS meeting would be held.

Deputy Donnie Day was not present.

Solicitor Connor Kinsey had nothing to report.

Traci Snyder announced that the Fire Department will be starting to campaign for the upcoming levy on the ballot in November. There will be an open house every Sunday from noon to 4:00 p.m. in October and November 1st also. Staff will be on hand to talk about the levy and explain why it is needed to any concerned resident. She also announced that Emil Davis Park will be holding a chili cook off during a Fall Festival to be held at the park on October 10th. The charge will be $15.00 to each entrant in the cook off and the cook off gets started at 5:00 p.m. with prizes awarded to the top three entries.

Frank Dietz asked about the downtown Christmas parade this year and if the Village had found a tree yet. Pat said he has two people that have come forward with a tree that they will donate. It will be held on December 5th.

Dennis Harford inquired about 235 Byers Street in regard to the trash. Pat advised they had been sent several notices, the last one sent by certified mail, advising them of a deadline date to have it cleaned up. When the date arrives, if it is not cleaned up, the situation will be turned over to the Solicitor for legal action.

Jacqueline Shoffner asked about the Village replacing the electric meters and Pat explained that we are gradually switching over to new meters that will allow the village employees to remotely disconnect and reconnect the meters within so many feet of the home and that we have about one-quarter of the Village completed so far.

The Fiscal Officer asked for a meeting of the Employee Benefits and Handbook Committee which is Terry Brentlinger and Frank Dietz. The Mayor and Village Administrator will also be at the meeting and a date was set for September 28, 2015 at 8:00 a.m.

The Mayor then announced he had received a letter from the Galentine family in Lakeview thanking the Village for putting up a street sign in a timely manner. He wanted to thank the Village employees for doing a great job with the sign and the tree that blew over last Saturday in the storm. It blocked South Main Street and all employees were called in to get it cut up and hauled away.

A motion was made to adjourn by Traci Snyder and seconded by Frank Dietz. All voted yes and the meeting adjourned.

The next meeting will be October 5th, 2015 at 7:30 p.m. in Council Chambers.
