The West Liberty Village Council met Aug. 10.

Present for this regular meeting were Mayor G. Hostetler, Mr. King, Mr. M. Hostetler, Mr. Lance, Mrs. Hamilton, Mrs. Coy, Mrs. McKelvey, Solicitor Moell, Fire Chief Hostetler, Mr. Holycross and Clerk Boyd. Guest: Connor Scott of Bellefontaine Examiner. Absent: None.

Meeting was opened with Pledge of Allegiance and Lord’s Prayer.

A MOTION was made by Mrs. McKelvey seconded by Mrs. Coy to approve the minutes of July 13, 2015 as written/read. Motion Carried.

A MOTION was made by Mr. M. Hostetler seconded by Mrs. Hamilton to approve the minutes of special meeting of August 3, 2015 as written/read. Motion Carried.

A MOTION was made by Mrs. McKelvey seconded by Mr. King to approve the following bills in the amount of $85,795.00, Motion Carried. Mr. M. Hostetler abstains.

Mr. Holycross said the street sweeping was a lot better this time.

Mr. Holycross said they have not painted lines because the line sprayer is broke. He had quotes for a new one and he also has called to get quotes for a company to paint the lines. No one has gotten back with him. A MOTION was made by Mr. M. Hostetler seconded by Mrs. McKelvey to purchase a line sprayer not to exceed $4000.00. Motion Carried.

Resolution 2015-R10 entitled “A Resolution Authorizing the Village Mayor and Clerk of the Village of west Liberty, Ohio to enter into a contract for the purchase of One (1) Sutphen Triple Combination Fire Apparatus Tanker Model THS Declaring an Emergency in the Village of West Liberty” was read. A MOTION was made by Mr. M. Hostetler seconded by Mrs. McKelvey to adopt Resolution 2015-R10 on first and final reading. Motion Carried. Yeas: 6 Nays: 0. Finance met and agreed to purchase the chassis in the amount of approximately $120,000.00 to save approximately $1100.00. Fire department will pay for $30,000.00 and Village will pay the rest.

Ordinance 2015-11 entitled “An Ordinance establishing that sidewalks be constructed and maintained in all residential and business areas of the Village of West Liberty, Logan County, Ohio” was read. A MOTION was made by Mr. M. Hostetler seconded by Mr. King to pass Ordinance 2015-11 on first reading only. Motion Carried. Yeas: 6 Nays: 0.

Ordinance 2015-10 entitled “An Ordinance to amend the annual appropriation ordinance 2015-03 for the Village of West Liberty, Ohio for the fiscal year ending December 31, 2015” was read. This is amended revenue from Municipal tax $125,000.00 and $25,000.00 from the insurance payoff for cruiser. This will be spent for the cruiser pay off, fire truck, and contingencies. A MOTION was made by Mr. Lance seconded by Mrs. McKelvey to suspend the rule requiring three separate readings. Motion Carried. Yeas: 6 Nays: 0. A MOITON was made by Mr. Lance seconded by Mrs. McKelvey to adopt Ordinance 2015-10 on first and final reading. Motion Carried.

Ordinance 2015-09 entitled “Village of West Liberty Trash pickup, Curbside Recycling and Vegetation Collection” was read. A MOTION was made by Mr. M. Hostetler seconded by Mr. King to adopt Ordinance 2015-09 on third and final reading. Motion Carried. Yeas: 6 Nays: 0.

Mr. M. Hostetler wants the Tree Ordinance, Sidewalk Ordinance and trash ordinance be sent to all residents. We also need a Ordinance for alley trimming. Chris will work on this.

Constitution week will be September 17-24 and Greg signed the proclamation.

Clerk will get an estimate to repair the CR Pharmacy brick sidewalk. The sidewalk and parking lot is a hazard to people walking.

Resolution 2015-R8 entitled “Preliminary Legislation-Village Consent” was read. The LOG US 33/68 6.57/0.00 PID No. 88571 this Resolution is stating SR 245 W. will not be paved as passed in 2010. Clerk will find out when it will be paved.

Finance committee met and discussed the garbage pickup. Some council members do not want to see the garbage pick-up contracted out. They think the service will not be same and can’t see the savings. Mrs. McKelvey explained the man hours, dumps fees, recycling will be included, and not paying for a new truck used 8 hrs. a week. A MOTION was made by Mr. King seconded by Mrs. Hamilton to let the clerk work with Logan County Solid Waste to get bid packet ready, but we can reject any and all bids. Motion Carried. Yeas: 6 Nays: 0.

Finance also discussed taking CD and paying for the fire truck next year and then paying us back monthly. The CD interest is less than loan interest.

Mr. King still wants to see the W. Columbus St. bridge replaced and used for vehicles. Mrs. McKelvey said she would like to see it used for pedestrians only. There are a lot of other things needing done before a vehicle bridge for 10 cars a day. Clerk is still working on a price and grant.

Mr. King had pictures of a glass building to store the fire truck. He talked with Dan Bratka about the 1926 fire engine at the Logan County Historical Society. Mr. Bratka said they would probably trade trucks so the 1926 could be in the glass building and the 1944 can be at the Historical Society. He wants permission to get this in motion for cost and where it could be at the town hall. Council approved.

Mayor G. Hostetler recommends Kim Hankins and Scott Woodruff for Board of Zoning Appeals. A MOTION was made by Mr. Lance seconded by Mrs. Coy to approve Kim and Scott for zoning appeals board. Motion Carried.

Shane Long Concrete gave bids to Clerk for sidewalks and downspout re-routing at the town hall. Concrete is $2975.00 and downspouts $4850.00. This sidewalk will be handicapped accessible. A MOTION was made by Mrs. McKelvey seconded by Mr. King to replace/construct sidewalk and downspouts at the town hall. Yeas: 2 Nays: 4. Motion failed. Council members discussed not paying for sidewalks that should have been in the original plans. Clerk expressed she cannot move in until the sidewalk in done.

Randy Duvall asked to remove the $74.00 penalty for Central Collection Agency from 2013. Council would like more information.

County Commissioners will be here next meeting to discuss residential and commercial building plans to stay in Logan County for approval rather than going to the State.

We received two beautification award nominations. Randall at 142 W. Baird and McBean at 404 McCellan. Council voted 142 W. Baird the Randall residence will receive the Beautification Award this year.

Clerk is meeting with Champaign Telephone to get a quote for security cameras. CTCN will be installing wiring for phones and internet Wednesday.

Clerk is working with Kaye from Choice One Engineering about Phase II of Columbus St. project and will have paperwork next meeting. Finance decided we could do 15% of the total cost. Last year was 11%.

A MOTION was made by Mrs. McKelvey seconded by Mr. King to adjourn at 8:35 PM. Motion Carried.
