The Lakeview mayor called the July 20 village council meeting to order and led the council in the Pledge of Allegiance. The roll call was read and everyone answered the roll.
The minutes of the last meeting were approved as written. A motion was made by Molly Cook to pay the bills and seconded by Traci Snyder. All voted yes. The motion passed.
Fire Chief Norm Spring was present and had nothing to report.
Village Administrator Pat Parish was present and reported the three properties to be demolished have been advertised in the paper and the bid opening will be 2 p.m. on July 23, 2015. He also reported he met with AMP on July 7th and gave a power supply update. He also introduced our newest employee, Matt Golden, Laborer, to the Council.
The Village Solicitor was unable to attend the meeting.
Visitor Gary Shellhammer and Brent Babyak were present to discuss some water and drainage problems. The Village Administrator reported he has someone coming to jet out the drain on Friday morning to find out what the problems are and we will go from there. Visitor Mickey Shoffner was present to ask council if they know of a spot here in Lakeview where AA meetings can be held.
Traci Snyder advised council the newsletters are done and have been distributed to some businesses downtown and in the Water and Light Office. She also reported that the ball field is under water with all the recent rains and the park manager had asked her for some fill dirt. It was decided that the fill dirt will not help with all the rain we have had. Possibly in the fall some extra tile can be put in to help for next year but not much we can do right now.
Eric Barhorst asked about the North Main Street project and if there was more to do. The Village Administrator stated there is just a small amount of work left and it will be done. Concrete is being poured tomorrow if weather holds out. Eric also asked if something could be done about the snow fence that was put around the old church property that was torn down as he is afraid someone may fall into the hole. Pat said he would make a phone call to see if it can be replaced with something more stable.
The Fiscal Officer updated council on several issues. One is the park manager has paid the fee in full for the year. The new tax ordinance draft has been received and has been delivered to the Village Solicitor. She also reported that our first tax delinquent case went to court and the Village got a conviction. More cases have been filed and we will continue to file until all the cases have been brought through the court system. The other item was the accident in the village back on March 23rd, 2015 that caused damage to our utility pole that was turned over to the Village Solicitor for litigation. She reported that an accident report has been received and the driver had insurance so our Solicitor will be contacting the insurance company to try and recoup our monetary damages.
The Mayor presented Ordinance No. 2015-08 for the third reading which is amending Ordinance No. 91-13 to add an additional .5% income tax to provide funds for the purpose of constructing a new fire station in the Village to bring to the voters on the next regular election in November. A motion was made by Traci Snyder and seconded by Molly Cook to approve the Ordinance. All voted yes and the motion passed for the third reading.
The Mayor then read Resolution No. 2015-09 directing the Board of Elections to place Ordinance 2015-09 on the ballot at the next general election to be held on November 3, 2015. A motion was made by Frank Dietz and seconded by Traci Snyder to pass the Resolution. All voted yes and the motion passed.
The Mayor then read a letter from Molly Cook Finnegan that she was regretfully resigning her position as Council woman due to her moving out of Lakeview. She has served 11 years and the Mayor and Council thanked her for her public service. The Fiscal Officer was directed to get the position advertised in the paper as soon as possible for anyone that would be interested in a council seat.
A motion was then made by Eric Barhorst and seconded by Molly Cook to go into Executive Session to discuss real estate matters. All voted yes on the motion and it passed. Council then went into Executive Session.
A motion was made by Traci Snyder and seconded by Molly Cook to return to regular session. All voted yes and motion passed.
The Mayor then asked if anyone wanted to volunteer to be the other check signer on the main checking account since Molly was a signer. Traci Snyder volunteered. Frank Dietz then made a motion to appoint Traci Snyder as a check signer on the primary checking account with Osgood Bank and Molly Cook seconded the motion. All voted yes and the motion passed.
A motion was made to adjourn by Molly Cook and seconded by Traci Snyder. All voted yes and the meeting adjourned.
The next meeting will be August 3rd at 7:30 p.m. in Council Chambers.
