The DeGraff Village Council convened in regular session from 7 to 8:30 p.m. Jan. 19 at 107 S. Main St.

Mayor Jennifer Bowman called the meeting to order and led the assembly in the Pledge of Allegiance with the following members and visitors present: Sue E. Walls, Dennis Stout, Chuck Bertschman, Kelli Kreglow Stephens and Jenny LeClair.

EMPLOYEES: George Piersall, Police Chief; Deton Brookshire, Elise L. Law; Beth Neeley, resident; Nathan Dunham, WPKO/WBLL Media; Miranda Warren, Village Solicitor.

MINUTES: Dennis Stout moved to suspend the reading of the previous Minutes, and to approve them as submitted by the Fiscal Officer; Second by Chuck Bertschman. Votes were: Sue E. Walls, Aye; Jenny LeClair, Aye; Chuck Bertschman, Aye; Dennis Stout, Aye; Kelli Stephens, Aye. Motion

EXCUSE ABSENCE: None.

VISITORS: Nathan Dunham was in attendance to observe the meeting; Deton Brookshire and Elise Law were in attendance to be considered for employment as village Police Auxiliary Officers; resident Beth Neeley was in attendance to address council and express her interest in the vacant council seat.

ZONING: No report.

SOLICITOR: No report.

STREET COMMITTEE: Dennis Stout reported on the status of current street operations.

He reported that Jason Stewart submitted his 5 year Wish List/Business Plan to the committee for review, including recommendations for future projects, and equipment. Dennis reported that the speed limit sign on East Miami Street past the Vonderhuevel’s residence.

SAFETY COMMITTEE: Chuck Bertschman reported that Auxiliary Officer Dustin Hickerson accepted a full time job at Coldwater, OH. Following discussion; Chuck Bertschman moved to accept Officer Dustin Hickerson’s letter of resignation, with regret; second by Dennis Stout. Votes were: Sue E. Police Department Report: Chief Piersall introduced Deton Brookshire, and Elise L. Law as candidates for the Auxiliary Patrol Officer position. Following discussion; Chuck Bertschman moved to hire Elise L. Law as an Auxiliary Patrol Officer, contingent on a background check and a passed physical; second by Jenny LeClair. Votes were: Sue E. Walls, Aye; Jenny LeClair, Aye; Chuck Bertschman, Aye; Dennis Stout, Aye; Kelli Kreglow Stephens, Aye. Motion

Chuck Bertschman moved to hire Deton Brookshire as an Auxiliary Patrol Officer, contingent on a back ground check and a passed physical; second by Sue E. Walls. Votes were: Sue E. Walls, Aye; Jenny LeClair, Aye; Chuck Bertschman, Aye; Dennis Stout, Aye; Kelli Kreglow Stephens, Aye.

Chief Piersall informed Mayor Bowman and Council them in at the February 2, 2016 council meeting.

Volunteer Fire Department: Fire Chief David Reames, and DeGraff Volunteer Fire Fighters responded to a large fire at a house located on SR 235 N past 47 intersection (on the east side). Several local fire departments responded including DeGraff, Indian Joint Fire District, Jackson Center, Lakeview, Huntsville, Quincy, and Bellefontaine.

FINANCE COMMTTEE: Sue E. Walls reported that the Fiscal Officer reported an error to the Finance Committee in her presentation of the 2016 Annual Appropriations, which should have been presented as “Temporary” 2016 Appropriations in the previous minutes. Following discussion; Sue E. Walls moved to resend Ordinance 15-43; second by Chuck Bertschman. Votes were Sue E. Walls, Aye; Jenny LeClair, Aye; Chuck Bertschman, Aye; Dennis Stout, Aye; Kelli Kreglow Stephens, Aye.

The committee recommended that the Fiscal Officer be allowed to reallocate funds within the same fund account as needed. Following discussion; Sue E. PARKS & RECREATION: Nothing to report.

CEMETERY COMMITTEE: Chuck Bertschman informed council that the Trustees conducted interviews to fill the Sexton position for the Greenwood-Union Cemetery this past week.

JOINT SEWER BOARD: Jenny LeClair reported that the next regular meeting will be held on February 1, 2016.

LIBRARY: Requests for estimates for the leak in the roof at the Annex Building (part of the old marquis overhang) or maybe the upstair window is being handled by the Street Superintendent.

ORDINANCES/RESOLUTIONS: The Fiscal Officer presented the following legislation for action be taken; Ordinance No. 16-03; An Ordinance adopting the 2016 Annual Appropriations (grand total amount $ 1,045,386.00) And Declaring an Emergency Measure. Following discussion; Chuck Bertschman moved to suspend the rules; second by Sue E. Walls. Votes were: Sue E. The Fiscal Officer presented Resolution 16-04; the 2016 Certificate of Estimated Revenues to be submitted to Michael E. Yoder, Logan County Auditor for all 2016 expenditures. Following discussion;

Chuck Bertschman moved to adopt Resolution 16-04; second by Jenny LeClair. Votes were: Sue E. Walls, Aye; Jenny LeClair, Aye; Chuck Bertschman, Aye; Dennis Stout, Aye; Kelli Kreglow Stephens, Aye. Resolution 16-04(passed)

OLD BUSINESS: The third (3rd) Public Meeting for the proposed DeGraff Neighborhood Revitalization CDBG Grant in the amount of $ 300,000.00 (2 year grant) will be held on Thursday January 21, 2016 at 6:30pm at the Municipal Building.

Chuck Bertschman inquired about the status of the proposed natural gas line for the village, and noted that a quarterly report on that matter is due. Sue Walls responded that she has not heard anything new, and the village council is due to receive a quarterly written status report on the project. She will continue to pursue this matter.

NEW BUSINESS: Mayor Bowman presented a letter of resignation from Quincy/DeGraff employee Tom Taylor. Following discussion; Jenny LeClair moved to accept the letter of resignation, with regret; second by Kelli Kreglow Stephens. Votes were: Sue E. Dennis Stout moved to enter Executive Session at 7:53 pm; with Mayor Bowman, Council, and the Village Solicitor in attendance to discuss personnel matters concerning village public employees. Following discussion, Dennis Stout moved to enter Executive Session; second by Chuck Bertschman. Votes were: Sue E.
