The mayor called the Jan. 4 Lakeview Village Council meeting to order. Connor Kinsey swore in council member Dennis Harford for another term and Mayor Ryan Shoffstall for another term. New council member John Hayman was not present. The mayor then led council in the Pledge of Allegiance. The roll call was read and Mr. Barhorst and Mr. Hayman were absent from the roll. A motion was made by Dennis Harford to excuse both gentlemen and the motion was seconded by Frank Dietz. All voted yes and the motion passed.

The mayor then asked for nominations from the floor for president of council. Dennis Harford nominated Frank Dietz and Jacqueline Shoffner moved that nominations be closed. All voted yes and Frank Dietz will be the President of Council for fiscal year 2016.

The minutes of the last meeting were approved as written. A motion was made by Dennis Harford to pay the bills and seconded by Jacqueline Shoffner. All voted yes and the motion passed.

A motion was made by Frank Dietz and seconded by Dennis Harford to transfer $2,483.04 into the Elevated Tank Fund and $4,147.56 into the Water Treatment Plant Fund from the CIWA Fund for December balancing. All voted yes and the motion passed.

The fire chief was present and presented the 2015 annual fire report to Council. He also reported he has fitted one fire recruit with a complete outfit and is working on getting the other recruit fitted but will have to purchase a uniform for second recruit.

Village Administrator Pat Parish was present and reported that he would be ordering two new vehicles for the Village which had been discussed a few months back. One truck will be a new utility truck for the Water Department and another truck will replace the pickup in the Electric Department. The water truck estimate is $36,882 and includes a plow and utility box for bed of truck. The electric truck estimate is $26,933. These were state bids from Reineke Ford Lincoln in Findlay, Ohio. Dennis Harford made a motion to purchase both of these vehicles and Frank Dietz seconded the motion. All voted yes and the motion passed.

Connor Kinsey was present and had nothing to report.

Associate Pastor Ben Baum was present from Indian Lake Baptist Church and had a few questions about electric and water service to the site of their new church. The Village Administrator stated water service is already there and we could put an additional electric box to the property for their needs when they arise. Dennis Harford asked about the drive entrance and Mr. Baum stated that the parking lot will be in the back of the church with an open access to the parking area. At this time, the church is not planning on putting up a fence but in the future if they decide they want a fence, they will come back to council to discuss.

Jacqueline Shoffner inquired again about the vehicles that are parked in the street on the Center Street property. Deputy Day stated he would take care of that issue. Pat will get with zoning officer about the overhang.

The Fiscal Officer then asked who would like to replace Traci Snyder as a signer on the Village’s checking account. Discussion ensued and it was decided to put Jacqueline Shoffner on the account as a signer. The Fiscal Officer will contact the bank and get the new signature cards for everyone to sign. The fiscal officer also reported that she had another phone call from a concerned neighbor about the construction lot where the new EMS building is going up. Teenage kids are playing there and the pile of bricks appears to be unstable and the caller was afraid the children are going to get hurt. The Fiscal Officer advised the caller to contact the Indian Lake EMS squad directly since it is not associated with the Village of Lakeview. Our Village Administrator will also send another letter to the EMS Board.

The Mayor then asked Dale Byrd to come forward and presented him with a plaque thanking him for his years of service to the Village as Street Superintendent and wished him well in his retirement. Council thanked Dale for all he had done for the Village.

A motion was made to adjourn by Frank Dietz and seconded by Jacqueline Shoffner. All voted yes and the meeting adjourned.

The next meeting will be January 19th, 2016 at 7:30 p.m. in Council Chambers due to the holiday falling on the regular scheduled date of January 18th.
