The Lakeview mayor called the Dec. 21 meeting of the village council to order and led the council in the Pledge of Allegiance. The roll call was read and everyone was present and answered the roll.
The minutes of the last meeting were approved as written. A motion was made by Traci Snyder to pay the bills and seconded by Frank Dietz. All voted yes and the motion passed.
The fire chief was present and reported the two new recruits have had their testing and he is awaiting the results. The wiper motor has been fixed and he will have his 2015 fire report ready for Council at the first meeting in January. He also asked for two Council members to volunteer for the Fire Dependence Board. Eric Barhorst and Frank Dietz volunteered to fill the two open positions.
Village Administrator Pat Parish was present and had nothing new to report.
Connor Kinsey was not present.
The mayor then reported to council on the bid opening results from the public auction of the two parcels of real estate that was held on Dec. 15. Parcel No. 1 which was a small tract of land on North Street brought a bid of $600.00 from Donald Champ. Parcel No. 2 which was a 1.3 acre tract of land on Lake Street (former school property) brought a bid of $30,000 from Indian Lake Baptist Church. Both bidders submitted a check for 10% of the purchase price for each parcel. Frank Dietz made a motion to accept the bids as is and Dennis Harford seconded the motion. All members voted yes and the motion passed. The Village will be in touch with both buyers in January when a closing date has been set.
The Fiscal Officer then asked Council for their wishes to participate in Ohio CheckBook.com. After much discussion, it was decided the Village would not participate at this time. The Fiscal Officer then informed Council that the January meeting date of the 18th was a holiday for the Village (Martin Luther King Day) and February 15th was a holiday for the Village (President’s Day). She inquired if Council wished to move the meeting dates. Discussion was had and Council decided to move each meeting to the following Tuesday. The January 18th meeting will be moved to January 19, 2016 and the February 15th meeting will be moved to February 16, 2016.
This Fiscal Officer then informed Council that the Employee Benefit and Handbook Committee had met and approved the revisions that the Solicitor has made to the handbook. Frank Dietz made a motion to approve the handbook with the revisions and Traci Snyder seconded the motion. All members voted yes and the motion passed. The handbook will be handed out to all employees by the Village Administrator with each employee signing that they received a copy. The Fiscal Officer then reported that the Zoning Officer checked out the property owned by Robert Klinker on Union Street and he felt the awning was not in the right of way but that there was a vehicle obstructing the street right of way. The Village Administrator will look at a copy of the permit and go out and measure the awning and get with the Zoning Officer.
The Mayor then read Ordinance 2015-20 which establishes a new 1½% Income Tax for fiscal year 2016 and going forward through the 15 year term of the new levy. At the end of the fifteen year term, the income tax will return to 1%. 1% of the tax will remain the same and go to the Income Tax Fund for the purposes of any street and drainage repair and the new ½% will go into the Capital Improvement Fire House Fund for the strict purpose of building a new fire house and declaring an emergency. A motion to suspend the rules was made by Traci Snyder and seconded by Dennis Harford. All voted yes and the rules were suspended. A motion to pass Ordinance 2015-20 and declare an emergency was then made by Eric Barhorst and seconded by Jacqueline Shoffner. All voted yes and the motion passed.
The Mayor then read Ordinance 2015-21 which approves the permanent appropriations for fiscal year 2016 and declares an emergency. The Mayor informed Council that the Audit and Finance Committee had met and was approving the permanent appropriations. A motion to suspend the rules was made by Frank Dietz and seconded by Dennis Harford. All voted yes and the motion passed. A motion was then made by Traci Snyder to pass Ordinance 2015-21 and seconded by Eric Barhorst. All voted yes and the motion passed.
The Mayor then thanked everyone for their help this past year including all the Village employees and said a special thank you to Traci Snyder for serving on Council as this is her last meeting.
A motion was made to adjourn by Traci Snyder and seconded by Jacqueline Shoffner. All voted yes and the meeting adjourned.
The next meeting will be the reorganizational meeting for 2016 and will be January 4th, 2016 at 7:30 p.m. in Council Chambers.
