The joint councils of DeGraff-Quincy villages convened in special session” from 7 to 7:50 p.m. Dec. 8 in the Quincy Community Building. Quincy Mayor Dan Robinson called the meeting to order with the following members and visitors present:

The Nov. 2 Joint Sewer Board meeting was cancelled due to lack of a quorum.
MINUTES: Jenny LeClair moved to suspend the reading of the Oct. 5 regular Joint Sewer Board meeting minutes and to approve them as written and presented by Linda Harford, clerk. Seconded by Charles Morrison. Votes were: Charles Morrison, Aye; Jenny LeClair, Aye; John Hickman, Aye.
2015 WWTP OPERATIONS RECAP: Mayor Robinson opened the meeting at 7 p.m. and turned the meeting over to Jeff Clevenger, the WWTP operator.
Jeff presented a 2015 Expenditure Report for the WWTP Plant Operations that totaled under $7,800. Linda noted, and Sandy agreed that not all the expenditures were reflected on the plant operation costs and total expenditures for 2015. There were several large expenditures such as Debt Service; Payroll; Utilities (Electric, Phone/Internet, Refuse, etc.); Liability Insurance; and other monthly charges not included on the report. Jeff explained that he was referring to materials/supplies; and contractual work performed for daily operations.
Jeff informed the officials/attendees that the WWTP Facility was running pretty smooth at this time; he and Tom pull and maintenance the Pump Station pump about every two months; the lift station is cleaned of the grit by Kelly’s Septic one to two times a year. Jeff informed the officials that future needs will include replacing the UV Lights. Jeff reported that there have been no major problems lately.
Sludge removal went great this year and he was pleased with the changes implemented, and the results.
Jeff inquired about the possibility of getting Medical Insurance for Dependents. Linda responded that DeGraff does not offer Medical Insurance Plans for Dependents, we never have. Jeff also informed the officials that he plans to take time off from December 21, 2015 through December 23, 2015, and Tom Taylor will be covering the plant operations in his absence.
Mayor Dan Robinson opened the floor for discussion concerning the information presented at this meeting. Mayor Robinson announced that Jennifer Bowman will replace Gary L Comer on January 1, 2016 as DeGraff Mayor, and Joint Sewer Board Chairperson; and she and Quincy Fiscal Officer Sandra Ward will be replacing Quincy Mayor Dan Robinson, and DeGraff Fiscal Officer Linda Harford on the Board.
Mayor Dan Robinson adjourned the meeting at 7:50 PM.
The meeting was adjourned till January 4, 2016 at 7:00 P.M. at Quincy-DeGraff WWTP at 5820 SR 235, Quincy.
All formal actions of the WWTP of DeGraff-Quincy Villages concerning and relating to the adoption of resolutions and/or motions passed at this meeting were adopted in a meeting open to the public, in compliance with the law, including Section 121.22 of the Ohio Revised Code.
