The Dec. 8, 2015, Huntsville Council meeting was called to order by Mayor William H. Jenkins with the following members answering roll call: Sarah Shirk, Deb Anderson, Jean Cotterman, Lori Fisher and Margaret Frazier. Ben Frey was absent. The minutes of the last meeting were approved as read. Lori Fisher made a motion to pay bills. Sarah Shirk seconded the motion. All concurred on roll call. Nate Smith, Bellefontaine Examiner, was the visitor for the evening.

Mayor Jenkins gave the floor to Village Solicitor, Matthew Chamberlain. Mr. Chamberlain asked the Council to pass a new tax ordinance that he has been working on with Central Collection Agency. CCA handles the income tax for the Village of Huntsville. Margaret Frazier motioned to suspend the three reading rule and declaring an emergency. Sarah Shirk seconded the motion. All concurred on roll call. Sarah Shirk motioned to accept the income tax ordinance amendment which is Ordinance 778. Lori Fisher seconded the motion. All concurred on roll call.

Matthew then talked to the Council about the school property agreement. Lori Fisher motioned to suspend the three reading rule and declaring an emergency. Deb Anderson seconded the motion. All concurred on roll call. Next Deb Anderson motioned to accept Resolution 552 entering into an agreement for the purchase of the school property. Lori Fisher seconded the motion. All concurred on roll call.

The Mayor read a letter to the Council from the Logan County Solid Waste. It stated that since 2014, the recycling from the Village of Huntsville site has increased 5.55 percent, bringing the 2014 annual total to 132 tons. They presented the Village with a check in the amount of $990 representing a return of $7.50 per ton of recycled material.

Clerk, Susan Yelton, asked the Council to accept Ordinance No. 779 to set temporary appropriations for $52,869 for 2016. Lori Fisher motioned to suspend the three reading rule and declare an emergency. Margaret Frazier seconded the motion. All concurred on roll call. Sarah Shirk motioned to accept Ordinance No. 779. Jean Cotterman seconded the motion. All concurred on roll call.

Clerk Yelton also asked the Council to give her the authority to send a fire contract to McArthur Township for a two-year term for $40,000 a year. Sarah Shirk motioned to give the clerk authorization to send the contract. Margaret Frazier seconded the motion. All concurred on roll call.

Next there was a resolution for employing the Village Solicitor. It was decided to change the resolution from a two-year contract to a one-year contract. The contract is for the amount of $4,550 per year. Deb Anderson motioned to suspend the three reading rule and declare an emergency. Margaret Frazier seconded the motion. All concurred on roll call. Lori Fisher then motioned to accept Resolution 551 for compensation for the Village Solicitor. Margaret Frazier seconded the motion. All concurred on roll call.

Deb Anderson motioned to excuse Ben Frey from the Council meeting for sickness. Margaret Frazier seconded the motion. All concurred on roll call.

Mayor Jenkins wished the Council members a Merry Christmas and thanked them for their service.

The next Council meeting will be Jan. 12, 2016.
