The DeGraff Village Council convened in regular session from 7. to 8:35 p.m. Oct. 20 at 107 S. Main St.

Mayor Gary L. Comer called the meeting to order and led the assembly in the Pledge of Allegiance with the following members and visitors present: Sue E Walls, Chuck Bertschman, Jenny LeClair, Jennifer Bowman, Dennis Stout.

MINUTES: Jennifer Bowman moved to suspend the reading of the minutes and to approve them as submitted by the Fiscal Officer. Chuck seconded the motion. Votes were: Sue E Walls, Aye; Chuck Bertschman, Aye; Jenny LeClair, Aye; Jennifer Bowman, Aye; Dennis Stout, Aye.

EMPLOYEE REPORTS:

Zoning: Nothing to report.

Solicitor: Submitted Ordinance 15-24 for final reading (Amend Chapter 718 of the codified Ordinances of the Village of DeGraff regarding Municipal Income Tax); and Ordinance 15-29 (adopt the HB 5 Municipal Income Tax Ordinance that will be a Compliance issue commencing with January 1, 2016, and to declare an emergency).

COMMITTEE REPORTS:

Street Department: The committee received an estimate in the amount of $ 29,000.00 from Hurley Excavating to repair approximately 24 inches of a 360 ft plugged line (from Sandra Drive to Mrs. Newland’s property). A 15 ” pipe was previously inserted into a 20 ” line which created a plug, affecting the flow and creating backup and standing water. This will be a Storm Sewer (Street Project). Following discussion; Dennis moved to accept the estimate submitted by Hurley Excavating in the amount of $ 29,000.00, contingent on availability of funding. The Fiscal Officer will contact the Logan County Auditor to see what the Village escrow balance is for the “Special Sales Tax.” The motion was seconded by Chuck Bertscman. Leaf pick up will begin on October 19th through November 30th. To have your leaves picked up by the Village employees, please follow these instructions to avoid misunderstandings or violations of Ordinance 13-11 (which refers to enforcement and abatement of the description of appropriate violations).

Please place leaves on curbside, not in the streets or over storm drains (to avoid plugging storm drains).

Leaf piles will not be picked up if there are tree limbs, brush, or other trash mixed in with the leaves.

DO NOT place leaves behind vehicles, sign posts, mail boxes, or in any location that the leaf vac cannot reach the pile of leaves.

PLEASE DO NOT PLACE THE LEAVES IN BAGS.

PLEASE DO NOT MIX YOUR DEBRIS FROM TRIMMED TREES, BRUSH, OR VEGETATION WITH THE LEAVES; THE LEAVES WILL NOT BE PICKED UP OR DISPOSED OF BY THE VILLAGE,

This is the property owner’s responsibility. SAFETY COMMITTEE: The Safety committee will not be meeting in November.

Fire Department: The committee discussed the three year (2016, 2017 2018) Fire Contract proposals; for Harrison Twp, Champaign County; Indian Joint Fire District; Miami Twp; Pleasant Twp; and Union Twp. Fiscal Officer informed council that there are no changes in the amounts from the previous three (3) year contracts.

Police Department: The committee reported that Officer VanBourgondien is currently attending Taser

Training. The committee reminded council that County wide Beggar’s Night will be Thursday, October 29th from 6:00 pm to 7:30 pm.

FINANCE COMMITTEE: Sue E. Walls, Finance Chairperson informed council that the committee will be meeting on Thursday, October 22, 2015 at 6:00 pm at the Village Office to review the 3rd Quarter Financial Reports from the Fiscal Officer.

PARKS COMMITTEE: The committee met on October 13th and reviewed the grant status, and decided that they would like to get a new swing set, and order two (2) grills for the Park. The Village has gotten word that we will be awarded a partial grant of approximately $ 1,445.00, and will need to match approximately $ 1,600.00. The Village is hoping for a grant that will help to get funding the Village Park parking lot expansion project. Mayor Comer informed Council that the Park facilities are/will be winterized this week; but the Friends of DeGraff will be using the Log Cabin at the Park on October 29th on Beggars’ Night for Educational and Promotional Purposes. Linda noted that the Community Grant Surveys (Neighborhood Community Projects that RESIDENTS want to see renovated) for the December 7th Public Hearing will be distributed at the event. The maximum request for funding is $ 300,000.00, the application date is June 2016, and it will be a two year grant; from September 2016 to August 2018.

CEMETERY COMMITTEE: Nothing to report.

JOINT SEWER BOARD: Next meeting will be held on November 2, 2015 at the Quincy-DeGraff WWTP Facility at 7:00 PM. Nothing new to report.

LIBRARY: Nothing to report.

ORDINANCES/RESOLUTIONS: Ordinance 15-24 (3rd/Final reading); An Ordinance to replace Ordinance No. 87-9; Amend Chapter 718 of the Codified Ordinances of the Village of DeGraff Regarding Municipal Income Tax. OLD BUSINESS: Nothing new to report on the natural gas project.

NEW BUSINESS: Mayor Comer informed Council that he had received a letter from the Office of the Logan County Engineer, Scott Coleman, dated October 6, 2015 has determined recommended beginning/ending points of maintenance on County roads entering the Village. Mayor Comer presented council with a written description, with maps to display the beginning/ending point for each road, and requested that they take action on this matter tonight to follow up with permission he received from the following council members Jenny LeClair, Jennifer Bowman, and Dennis Stout on October 13th. Following discussion; Chuck Bertschman moved to approve the County-DeGraff road maintenance points as submitted by the Office of the Logan County Engineer. Following discussion on the advertisement for the next Public Neighborhood Grant Meeting to be held on December 7, 2015, the Fiscal Officer noted that she will advertise one day per week for three weeks commencing with November 13, 2015 (Nov 13; Nov 20; Nov 27). Sue E. Walls moved to approve the dates that the Fiscal Officer will advertise the Public Neighborhood Grant Meeting to be held on December 7, 2015. Jenny LeClair seconded the motion.
