QUINCY – A form allowing the Regional Income Tax Agency (RITA) to apply the name of “Village of Quincy” on billing forms was presented and approved during the regular council meeting on July 20.
A discussion was held concerning the forms mailed to residents to establish accounts and estimate income tax payments. It was noted these letters have a phone number to call in case of questions as well as the village fiscal officer’s contact information.
If village officials do not have the answers, residents can contact RITA at 1-800-860-RITA to determine the answer.
Council stated the ordinance establishing the income tax can be found on the RITA Web site at www.ritaohio.com. Also available on the Web site is extra forms for other members in the household. Everyone filing income tax will be expected to file the form.
Residents that do not have to file the income tax still need to complete and return the forms so that their account can be established and marked that they are exempt from paying the tax.
If there is more than one person making an income, everyone at the address that works must file a form as they would federal, state or school taxes.
Billing software upgrade
Council decided to go with the company CUBIC Utility Billing’s software at a cost of $2,589 for the program, web training, and support and maintenance. There will also be a $500 per year charge for support, maintenance and upgrades.
It discussed that there was a need for an update to the water and sewer billing system as the old system is no longer working properly on the newer computers and supplies are not available for the outdated equipment without paying extra for special supplies.
All service users are asked to make sure mailing addresses and property owners names correspond on their utility bill in order to make sure the new system is correct. 
All property owners will be receiving the bills in the name appearing on the Logan County Auditor property owner’s list.
Water filtration improvements
Julie Ward, from Rural Community Assistance Partnership, was present to discuss financing of the water filtration system being planned for the village water system. This filtration system will aid in removal of hard minerals in the water and any chemicals that could be found in the water.
At this time, it has not been easy to finance the project. Therefore, new sources of funding are being investigated, and RCAP will be helping with this effort.
In other business:
•It was reported that the application for the Logan County Commissioners Ohio Public Works Commission monies is be submitted for use in finishing the resurfacing of the Jefferson Street project.
•Council, Quincy-Miami Township Fire Department and the Logan County Sheriff would like to remind all residents, business owners, and farmers that there is an ordinance in place that does not allow open burning within corporation limits.
